I keep seeing the phrase "to remind audiences of what DBS is..." Who doesn't know what Dragon Ball Super is? Let alone what DB is. Is this refresher course really needed?
Wouldn't airing the movies on TV serve the same purpose and cut costs?
Making a new version causes a bigger hubbub. People see that there's a new Dragon Ball anime and might hop on that way. Versus telling people "the new series starts in a couple years, watch 131 episodes of reruns on TV/Crunchyroll/etc. first."
But also this is Dragon Ball, a series that a lot of people hopped on partway through, so does it really matter? Theoretically a newcomer could probably turn into Moro as their first arc the same way someone could tune into Raditz. So it's less about "We have to get people caught up" and more about "We've created a new shiny product to draw in anyone who hasn't seen it yet"
For example I have a buddy who I watched Dragon Ball Z Kai with a couple years back, but he hasn't touched any of the Super stuff. When he sees that they're redoing it, or at least the beginning of it, he might think "Okay, I'll watch the redone version when that comes out" and boom his procrastination is over. I think people like him are the primary audience for this type of thing, people who saw Z but haven't seen Super yet. And of course there's probably some people out there who haven't seen any Dragon Ball anything and Beerus will be their introduction to the franchise. That's the answer to the "Why bother make this?" question I think.
As for the Resurrection F discussion, I think they could make it a really fun watch if they worked really hard on it, although with both BoG and Resurrection F I'm not sure if they can top the movies. The eventual Broly reanimation is going to have a particularly hard time, that movie is probably the best looking Dragon Ball thing ever made IMO.
The only part of Resurrection F's story I thought was legitimately bad and I wouldn't mind changing is the part where Goku gets shot by a laser gun and it totally takes him out of commission. I always thought it was dumb that Goku could get downed by a gun, that must be the most powerful gun ever conceived of. I also thought it was silly Roshi was able to fight the henchmen but that's nothing compared to the BS powerscaling they do with him in the ToP. Gohan getting one shotted was disappointing but didn't feel "WRONG" in the way the Goku gets killed by a gun part did.
