It may not be licensed in the US, but it still exists in physical and digital form everywhere else. Something is lost media if the original negative or copies are not known to exist in piracy, studio archive, private collection, or public archive.denoting something that has been taken away or cannot be recovered.

While I'd love for Toei & Crunchyroll to finally dub the OVAs, I guess it's just not feasible.
Yo! Son Goku & Friends Return would probably have to be remade at this point to get passed whatever licensing bullshit's keeping it from being released officially over here.
The best time to dub Plan to Eradicate the Super Saiyans would've been when they were recording lines for Raging Blast 2. Why that wasn't done, I have no idea.
Episode of Bardock might also have some weird licensing bullshit, but similar to the last one, but I also don't know why they didn't dub it for when it was released with DBZ for Kinect.
If time & money were really the biggest issues years ago, I really don't see why they couldn't have been licensed in the last 5 years or so. Or since Broly was dubbed & Super ended. They bothered to license & dub all the stupid One Piece TV specials no one cares about in 2019, so I really don't get it.

I mean, they licensed them at a time when they weren't caught up on dubbing the show & only a few of them were worth it at the time; 3D2Y, Episode of Sabo, & Episode of Nebulandia. I would think that they would've focused on the movies they haven't dubbed yet. Those One Piece TV specials are just that; TV specials produced by Toei/Fuji TV, so FUNi wouldn't have to jump through hoops to get them like all the DB stuff produced through Shueisha or Bandai Namco.
Viz Media put out one of the Naruto Jump Festa OVAs(when Naruto was hot) so it doesn't seem impossible to get this stuff, but it must be on a case-by-case basis.

I can’t imagine why there’d be any legal hurdles in dubbing Plan to Eradicate the Super Saiyans or Episode of Bardock. Those were both released alongside video games that already had English language tracks available. I assume they weren’t dubbed because the people at Bandai or whoever simply didn’t think it was worth it.
