Several of Toriyama's one-shots deal with political themes. He based his stories on reality, which is political by nature. This doesn't mean he wanted to give the audience a "great lesson" or anything like that. But he constantly used these themes to enrich his stories.

If The Rebirth of Fusion!! Goku and Vegeta was released today, there would absolutely be a subset of people complaining that it's 'political' and 'virtue signalling' and 'made for activists and not fans' because of the sequence where Gotenks fights "The Dictator". But putting that aside, a work being non-partisan, or having mainstream values, or not challenging its audience, doesn't make it non-political.
And if the Trump administration reminds me of anything from Dragon Ball, it's the scene in Battle of Gods where Majin Boo is so stubborn and childish that he would rather put the entire planet at risk than share his dessert with someone.

Having characters like Beerus, Yugi, Deadpool, Master Chief, etc. for this just screams "This is my favorite fictional character, and they would agree with my political views". Imagine back in the 00s and telling people that the US White House would use characters from Yu-Gi-Oh, Dragon Ball, Marvel, etc for pro-war propaganda 20 years from now.
