As of right now, this is the list of characters from BT3 who have yet to be confirmed for this game:
1. Garlic Jr. Base
2. Appule (I would’ve considered this unnecessary, but they have Toma, Cheelai and Mighty Mask in this, so at this point, Appule might as well be fair game)
3. All the non-Vegeta Great Apes
4. Pilaf Machine and its combined form
5. Kibito Kaioshin
6. Arale
7. Chi-Chi (if she’s included in the game, I could see them using her teenage self from the 23rd Tenkachi Budokai instead
8. Tambourine
9. Cyborg Tao

I feel the "+30 characters" is small print for the different variants or forms of the characters already shown.
So, Ohzaru Toma, Ohzaru Seripa, Ohzaru King Vegeta, Kibitoshin, SS Might Mask, Cyborg Tao, Red form of the 4 Star Dragon.

Looking forward to what they did with him. Besides the promo Daima Goku, the characters are quite wholesome.
Just a pitty that we won’t have more complete and epic story mode with so much characters.
I imagine, that the new mode is basically going through map and fight the whole roster placed randomly around and with buffs, for zeni with already completed shop

It looks like before and after battle voice clips for Adult Chi-Chi and the remaining two members of Cooler's squad were just found in the game's files, so these might be the remaining handful of characters that haven't been revealed yet.

I know people say that being able to get extra costumes would be a great incentive to play the game for hours, but there's an even simpler idea than that, one that would be easy to put in place for the devs as it wouldn't even require creating 3D models: customized portraits for the character selection screen.
I know the character selection screen uses 3D models to show you the look you've given to your characters, but give us the option to use beautiful and famous 2D portraits for every character and make us win them randomly through a lottery of sorts or when reaching the various levels of mastery of the characters and fans will play for hours.
Imagine having character cutouts from the most famous artworks from Toriyama, Toyotaro and the anime artworks from several decades available to represent the characters on screen. People would play for hours to customize the presentation to their favorite representations / art styles for the various characters.
You could choose to have a Goku cutout of the Toriyama artwork showing the three Saiyans against the three Boos for Super Saiyan 3 Goku for example, while having an Ultra Instinct Goku cutout of the Toyotaro artwork for volume 15 of the DBS manga for Ultra Instinct Goku, while also having a cutout of Bardack coming out of his spaceship on planet Meat from an anime shot for Bardack, etc.
It's a simple concept of creating cutouts of existing artworks and putting pictures in the data, but just some sort of "artworks gacha for the game's presentation to your liking" would make players hunt for artworks" for hours.
Brush fans the right way with fan service and customization, and you can come up with things that are probably very simple programming-wise that will keep fans on the game for hours.

While interesting idea, it will clash with the UI design a bit, as it will take away your focus from actual fight and it's such a small detail at the same time. I still don’t get the point of including Hell Fighter 17 in this. What exactly is he supposed to add to the game, other than letting players fuse into Super 17? I’m pretty sure no one is going to use him outside of that specific purpose, and past games got by just fine without treating Super 17 as a fusion. He doesn’t even have a unique outfit. He looks indistinguishable from DBZ 17.

I would think this game already had enough variants of #17. I don’t see why they needed to add a particular version that I’m pretty sure no one was asking for. I get that it obviously didn’t require much resources, since the assets were already there, but it still seems like a waste.

I don't understand the marketing for this game at all at this point. The content they plan to release looks like things that should've been in the game in the first place from the roster to the game modes.

I’m not talking about Super 17. On the contrary, I always found it baffling that he was excluded from the initial roster of this game, despite it including all of Baby Vegeta’s forms. Super 17 is someone I’d consider a necessity for a game that covers GT, but Hell Fighter 17? What’s the point?
