Goku did look a little chubby, but that's only because for most of the series we saw him as a leaner person. Toryama originally drew him as he did (rounder edges, or "chubby" as it seems to perceived as) because that was his style at the time. If you look through his previous work, Dr. Slump, all of the characters are drawn how Goku was drawn at the beginning of Dragonball.
