Masako Nozawa's $3000 USD Autographs

So I'm a bit ignorant on these things so I was wondering who decides the price - Nozawa, her agent, the convention themself, or a hybrid?

I can't think of anyone else who could go for that much money. I would have thought Mark Hamill, being the poster boy of one of the biggest nerd series ever, would be the ceiling for these prices.

It's probably a combination of all 3. I've never done con work, but from what I've gathered the organizers (depending on the contract between celeb and the con) can be required to cover the costs of airfare, hotels, hiring a personal handler, and translator (maybe 1 person can do those last 2 jobs if they're lucky). The con wants to make a profit off of the celebrity's appearance otherwise they don't view it as worth their time. The actor's agency wants to make their cut, and the actor usually wants a cut if their appearance is being used to make money.
Last time Nozawa did an international convention was at Nostalgia Con in L.A. and IIRC there were 199 autograph slots available for purchase, and 1 that was given out as a contest award. You also had to pay separately if you wanted to meet her at the convention since the items were shipped to Japan for her to sign at her agency since some JP actors don't actually sign at international conventions.
This time around it seems like things are being streamlined, but it's still beyond expensive.

Between the prices and the amount she's gone back and forth to the U.S (which used to be super rare)

That's cool of Coldplay! Agree I always love when celebs "see themselves as "one of us" and not a bunch of big shots."

I imagine that the purpose is not to spread her signature as far as possible. They don't want to appeal to a vast market, they want to appeal to a small number of collectors.

Probably not triple digits lol. I imagine that's not an issue for Nozawa's team, though.

Yeah I get the impression that they're specifically targeting hardcore otakus/collectors with that pricing, and probably to weed out a good chunk of people so she's not just swamped by people who want to do the meet and greet.

Honestly, it is what it is. If that's her asking price for a signed autograph, then so be it. I don't think she owes any one anything.
