Once the file is finished in Premiere, how do I go about exporting it, ie. best codec ect. And once thats done, whats the best way to compress it in VirtualDub?

You'll want to export from Premiere in HuffyUV (if you've got the AMVapp installed, you already have it_
Like I mentioned, what you export off your timeline is never your internet distro version; it is always your most raw, highest quality version possible. HuffyUV is a lossless codec; it will, though compressed, be of the exact same visual quality as what you put into it. Once that is exported, you bring it into a different program for "online distro" compression.
If you're going to compress to XviD with VirtualDub, then simply follow this guide.
