Because he has no self confidence, no faith in himself or his power, he prefers not to fight if he can avoid it, and he's scared of using his full power because of the damage it could do. It's all well and good if you can save your friends, but it doesn't help much if you blow them up in the process, you know?
Better to kill your friends than to allow another to kill them.

He could have been worried about giving more energy to Buu if the tables turned on him, I suppose. He'd already had his SSJ2 ki stolen once.

If my post earlier wasn't an indication, I picked up that chapter just to be sure. Gohan was *not* going all out against Cell at SSJ1. Goku is constantly insisting that Gohan has more power, that he felt it while training with him, and that Gohan just needed the right trigger to let it loose. And since Gohan hadn't gone SSJ2 yet, that isn't what Goku sensed. Maybe a prelude to it, but still SSJ1. The scuffle between Gohan and Cell is really short. Cell knocks Gohan into a mountain and everyone thinks he's dead except for Goku. Gohan walks out mostly unscathed, and tells Cell that the battle is pointless and he doesn't want to continue.
To show my appreciation, I'll only beat them half to death.

Well, that really only applies to the situations Gohan was in. They were going to die, it was up to him to decide whether it would be he or some scumbag (Cell)?

First: I'm with Rocketman. What's in the manga holds more sway than the Daizenshuu. Now, maybe if he came out and stated something himself (for whatever reason), and said it was a plot hole correction (*coughcell'sregenerationcough*) that'd be different.
Second: "Toryiama Boss" was already banned once under the name Phenomenol and then came back, which is a no-no in and of itself. But as he wasn't causing anymore problems Mike let it slide, but told him he'd be watching. He has since slipped back into his original style, thus the ban.

When he regenerated after Goku blew his head off, despite later stating that his "core" (which allows him to regenerate) is located inside of his head.

Ah, okay. I always figured that only applied to nameks and Cell had somehow improved upon it, especially since he came back after self destructing, but is there something that contradicts that?
