Man, I wish I lived in California. I have never even heard of this "Book Off" store. And I have never seen any type of Japanese DVD at any store. Actually, there is a Japanese Book Store in the Palisades Mall, which is about 30 miles from my house, but they never have anything DB related except for the Viz Manga, which makes no sense because they have every other Manga in Japanese, and numerous region 2 Anime DVDs.
Also, I have been to China Town in New York City a couple of times, and have only found bootlegs.

I saw both Dragon Ball Z Dragon Boxes packaged together at a Bookoff in Tokyo for around 150,000 yen. Granted, this was over a year ago...
