My favourite movie villains are Bojack (and gang) and Janemba, so I guess original villains.

Timing in the series, his amount of power, having a bunch of minions who look just like him, beats everyone up until Goku comes back from the afterlife to tell Gohan to get off his ass and fight, is soon thereafter destroyed by SSj2 Gohan, despite transforming to make himself stronger but not much visually different.

I see both of them on equal grounds, though I don't like most of the movie villains that much to begin with. I always felt that Garlic Junior was horribly contrived and I've never been a fan of Dr. Wheelo. Nor do I like Hulk-smashing Broli or Tullece. The only exception for me is Coola (organic, not Meta) - despite that he's yet another tie into Freeza's family, I liked that he was methodical yet dulled in arrogance and less overweening in what he deemed and did. I also enjoyed his hulking, "ultimate transformation" which I felt was apt and more villainous visually.

As some other people have said, I've always thought that some of the villains were Toei's take's on Toryama's villains. Like Slug is Toei's version of Piccolo Daimao, Janenba is Toei's version of Majin Buu, Garlic Jr. is an evil version of Pilaf, and Hoi is essentially Babidi.

Yeah, most of the comparisons between him and Perfect Cell are just by level of power and how their movies played out.
