Is this filler?

It's been a while since I watched the anime, and read the manga... but I remember that, in Kaio's planet, Tenshinhan mentioned not being able to catch up with Goku, this was during the first time that Kaio talked to Goku during his travel to Namek,and it's obviously true, but does anyone know whether it's filler or not?

I've never seen that part of the anime, but something like that does appear in the manga. Essentially, "With the same training as Gokuu, I can't surpass him... I'll have to quickly grasp the points of the training and refine the techniques as my own... My previous unsightly condition was just unfortunate..."

I had some dbz mangas some years ago, but I eventually gave them as gifts...
