As far as bad character designs go, I would have to say any teen/adult Goten form is pretty lame. Yamcha's bowl cut design in the Trunks arc wasn't so great either, not as bad as Afro Thunder Bulma from that same arc.

He doesn't really deserve it as he does pretty much nothing in those three episodes, other then looking kinda lame.

I really like the adult Goten design though.

SSJ Trunks /w hairtie looks like he has a golden mustasche on his forehead.

Android #19 looks like a oversized mecha Chaotzu.

...I think thats it, almost all the poor character designs are Toei creations.

Toriyama designed all of the filler/movie characters, IIRC.

The bowl cut's always been one of my absolute favorite Yamcha haircuts actually.

And on the line of more terrible designs...

Hey, I have an idea! We've seen these sayiajin naked half a dozen times and it's painfully obvious the only bodyhair they have is their eyebrows. So let's take all that imaginary bodyhair and eyebrows and plop it on the back of their heads.... Basically making them look like Neanderthals who can't stand straight for pure weight of impossible hair. Genius!
