I forgot he voiced Jeice and Dabura (been a while since I last saw it), but he's done a lot of the major and minor voices for DBZ. He's also voiced Dr Wily and ProtoMan in the original Megaman cartoon (and does Gutsman in the new one). I'm not 100% sure what his normal voice is like, but I think it's more like the one he did for Duo and ProtoMan than the one he did for Wolverine and Piccolo (I could be wrong though).

Kicker actually to me is the same voice as Kouji Aiba of Infinite Ryvius - its definatly the same guy, whiney pissy voice and all.
