EDIT: I should add these to the main page, as well. And yes, the audio/voices in the game are indeed recorded at a mere 24 kHz. Ouch. MP3s @ 112 kbps, 24 kHz.

Just updated with this, but I'll add it in this thread, as well:
So I just did the same thing as below (read: ripping what audio I can) with the Budokai 2 audio. Neither Android 19, Shin, or Bulma are announced in that game, which means those recordings are completely brand-new for Budokai 3. One can still argue that Zarbon, Dodoria, and Android 19 are left-over sound files from the previous two games, but you can't ignore the other two.
But if they're left-over sound files... Budokai 2 didn't have a "left-over sound file" for Android 19... *scratches head*... Ya' know what I mean?

Yeah, if there was one filler scene that made me roll on the floor laughing, it was the "mass fall-over" that the crowd did at the Otherworld Tournament. The funniest canonical moment was when the honorable master of the temple gave his "speech" at the 21st Tenka'ichi Budôkai.
Anywho, back on topic. The announcer's voice, which is always on the brink of breaking due to his incessant shouting ("Hey buddy, what are you yelling for? You're holding a microphone!"), it is difficult to tell if that's an "e" sound or an "i" sound in Shen/Shin. Considering that the only dub character named "Shin" is also in the game as the (identical) "Supreme Kai," I'm going to go with process of elimination and say that he means "Master Shen" (the dub name for Tsuru-Sen'nin).
Think about it, this is supposed to be the first game to contain elements from all three series:
Dragon Ball: We get Kid Goku and Shen as a bonus.
Dragon Ball Z: Takes up the bulk of the game.
Dragon Ball GT: We get the SS4's and Syn Shenron as a bonus.
The title series gets all the big stuff, and we get odds and ends for the rest. Sounds good to me! Although I would have liked to get Muten-Rôshi to go along with the Crane Master.
