By the look it's android 18, but I don't remember this neither from Z or GT.
From which scene is this from? And what is behind the scenes of this image?

It looks like an image of GT No.18 has been combined with a picture of some other character.

Is it just me, or does that blood look really, really fake? Seriously--it's almost as if somebody just slapped it in using MSPAINT or something.

That is a GT Cel of 18, however someone extended her hair, presumably in photoshop. The hair-style is definitely from GT, though, if you don't count the extension. See below...

Ironically, the cel I posted was right next to the OPs posted cel, from the same website...

Even as a amateur photoshopper, those eyes and blood are dead give away. The blood has no white sun light effects, and the eyes are color baby blue in the middle and teal on the outside.

Dragonball blood is always done pretty matte though, right? It doesn't tend to have shinies of any sort.

Not shinies, but some white. There is no white on this blood, it's actually transparent.
