Budokai 3 "Collector's Edition" Cover
Does anyone know if the ps2 cover featuring chibi Goku, adult Goku, and ssj Goku is for the collector's edition? Because back when I went to pre-order my copy they had several boxes with this cover instead of the usual "ssj Goku punching" one.

The cover you speak of was simply a Gamestop Pre-order box.
Battle High 2, starring Kyle Hebert as well as myself, has been released on Xbox 360, OUYA, PC, Linux, Mac, and Xbox One!
The first Budokai featured Goku, Gohan, Vegita, and Piccolo on the cover, with Cell in the back. This fit, because the four characters upfront were the four characters you could play as in story mode (barring the villains). Cell himself was the ultimate villain in the game.
B2 featured Gotenks, Vegitto, and Goku charging a Genki Dama, with Buu in the background. Gotenks and Vegitto were the two fusions stemming from the Buu saga, each representing a different type of fusion. Goku himself shows off the attack that finishes off Buu. And Buu himself is the ultimate villain in this installment.
B3 features Goku and his big friggin fist. How damned lazy is that?
