I'd make it take place after the 28th budokai.
Demon Realm saga.Like you, I'd love to a see something in the Demon Realm. It would start off with Kaioshin returning from the Demon Realm in the middle of Uub's training, to ask Goku for help. He'd explain that because he'd fused with Kibito, and because Dabura was gone, he thought he'd be strong enough to bring order to the Demon Realm. It turns out other Makaioshin have already used Potara and are greatly more powerful than he is; the fused being just didn't give a damn about ruling the Cosmos. But because Kaioshin invaded his Realm, he wants to destroy all of the Cosmos. Goku and Uub go to take him on. There, they meet Z, the neko majin from NMZ.
Training/29th Budokai saga.Goku, Uub and Z return to Earth. Goku trains them both, and then decides to test their mettle by entering them in the budokai. Vegeta, Boo and Pan also enter. Typical budokai saga with Satan shitting bricks over who he's going to have to fight, since nobody but Boo has promised to forfeit against him. Goku enters as "Bryce Tee" so that Z and Uub won't know it's him, but everybody aside from Z figures it out immediately -though he takes Bryce as a serious opponent because he has a ki as enormous as Goku's. Through luck of the draw, the first round goes Vegeta v Goku, Uub v Boo, Z v Pan, Thunderbolt v funny budokai finalist. Z wins because Goku v Uub resulted in a draw. Satan manages to bribe Z into forfeiting by promising him his favorite food afterwards ("Thank goodness he's just as easy to manipulate as Mr Boo is!")
Cosmos saga.We discover there's a second realm outside the cosmos other than Kaioshinkai. It is the Genekai, which is only a small planet (Gene-sei) orbiting a small sun. It is home to Genesama (all puns on "Genesis"), who is the creator of the Cosmos and of Kaioshinkai. His goal is to destroy both, as he believes all dimensions other than original are abominations against nature (he is refering to timelines created by time travellers like Trunks and Cell). He starts by attacking the afterlife in order to destroy the reincarnation process by taking out Enma and the Oni. Elder Kaioshin has knowledge of Genesama because it turns out the difference between a Dai Kaioshin and a regular Kaioshin is that the Dai Kaioshin is often summoned by Genesama to relay his orders to the Cosmos. In light of this, the two Kaioshin feel compelled to join him. Strong warriors are all a result of Genesama being able to make them out of nothing, resulting in a big melee starring everybody. Goku and Uub somehow manage to convince Genesama to spare their Cosmos through some act of bravery.
Epilogue. Not a saga, so much as a few panels to a chapter. A Shin-jin has been promoted to Kaioshin. He goes to Kaioshinsei for the first time to train under the Dai Kaioshin. We see a glimpse of Geezer Goku welcoming him.
