In the real series, they're about even (stated to be exactly even, but the accuracy of that statement is debatable). In this series, however, it was confirmed a few pages back that Cell probably trained/fought/whatever for 27 years, whereas Dabura did not. One could argue that "The Sunburn Technique" is the same as calling it "The Solar Flare Technique," so the translation of "The Blinding Sunlight Technique" may actually be better than the original (if that's what Taiyoken means).
