Stupid Burst Limit
This is a problem with all DBZ games that have dub voices. Since Dameon Clark decided to do different takes on each form of Cell (each form has a different voice), you often hear the wrong voice coming from the wrong form of Cell. For example, in Budokai Tenkaichi 3, Perfect Cell and Semi-perfect Cell still do the same grunts and screams of Imperfect Cell. This is because the game is programed to have only one voice for all forms.
Burst Limit takes the cake when it comes to this. It just wreaks of rushed everywhere you look. The Japanese voices have minor lip sync issues, but nothing compared to the FUNimation dub voices. It's like they didn't even look at the characters' mouth movements. No, I know for a fact that they didn't because if they had then they would have recorded the lines right. In every single cutscene the dialog never matches up with the mouth movements. And that's so simple to fix. Rather than screaming "I'll beat you Kakarot" with a little extra mouth flap at the end, they could have said "I will defeat you Kakarot" and covered it up. Almost every instance can be fixed with something simple like that.
The absolute best moment; the most obvious animation the tells me that FUNimation either didn't look or wasn't able to look, is when Imperfect Cell is the player's parter for Drama Pieces. Since you have to start the round as Imperfect Cell anyway, then transform in-game, Perfect Cell will never appear as a selectable partner. It has to be Imperfect Cell because your parter will always be the first form. Despite this, FUNimation recorded all of Imperfect Cell's Drama-Piece-lines with Perfect Cell's voice. It reflects poorly on the overall quality of the product when such an easily fixed mistake is so blatantly obvious. It's like a typo on the main menu.
My guess is that they were given the lines to read and record so that they could be programed into the game elsewhere. So the actors didn't have the animations to see and speak their lines with that in mind. But that's not right. I understand why DBZ games are rushed like they are, and I really hate it. It's almost embarrassing.

Except that it's dual-language, so assuming it was as easy as you say, it would screw with the Japanese language version, as well. I think we can accept that with dubbed games, as in anime, there will always be a few extra "flaps."
That being said, it's not as easy as it may seem to change that stuff. To remove even a second of that video would, aside from being blasphemy to alter the original content, require the removal and altering of quite a bit of code, and the possible addition of game bugs.

Yeah, mouth-flapping can be complex for certain games with dual-audio, though I do like Budokai Tenkaichi 2 for doing so well with all its flaps. Infinite World had similar issues, as well as identicle voice problems with the English language of the story mode. For example, we hear Perfect Cell's voice over Imperfect Cell's intro/outro dialogue to his 'Escape from Piccolo' mini-game, plus Semi Perfect Cell's voice over Perfect Cell's after he crushes 16's head, it's quite odd to say the least. It really doesn't bother me, it almost seems to make jabs at the dub's ways of randomly changing voices, but that's just me.

I noticed poor lip sync at times but I think Infinite Worlds takes the cake. I don't think my friend and I ever laughed as hard as we did that day.
Burst Limit had its moments but they really weren't all that bad. I don't really pay much attention to the summarized stories anymore(I've seen the show way to many times to bother with the game's summary). I spend most of my time playing multilayer and most of the in game stuff is fine.
Cell has been an issue since the first American game. There really isn't much they can do about it. Then again they managed to pull off the fusion voices...so I dunno.
Whatever, the game is still fun to me, some of the best controls for an anime fighter I've seen in a long time. Now...if only more people played on PSN

I didn't actually notice this error, since I switched to the Japanese vocal track as soon as I got the game, but I have to assume that FUNi was given a script that just said "Cell," and didn't really specify which form. When I think "Cell," I always picture his final form (and if you search "cell dragon ball" in Google Images, all but two images of the character are of him in his "Perfect" form).
Maybe they either found the error, and it was too expensive or too late to correct (since re-recording the dialogue would be a bit of a hassle), or they found it to be rather inconsequential. From what I recall, you only fight the first form a couple of times in story mode, and I don't think Cell is a support for anyone else during a scripted fight. I can see it being a bother in versus, mode, though (though, so is having him be a support for Bardock
Or their play testers weren't fans of the series and were unaware of the voice difference and didn't notice.

And on a somewhat related note, in the North American release of Budokai Tenkaichi, when I switch to the Japanese vocal track (which in itself is already bugged since you have to reselect it every time you turn on the game), Freeza's dub voice is still used in fights. The intro and outro used his original voice, but the random grunting and reaction noises are from Linda Young's performance. I haven't noticed it with any other characters, though.

I'm not pissed! It's okay to point this stuff out. It's not like it ruined my day or anything; I still enjoy the game. It was just on my mind so I decided to vent.
