Funi is marketing these sets that find those music options irrelevant. I can see why one would want to have both NA dubs included, and it would certainly cover all their bases, but at the same time, it's hardly reasonable to expect FUNi to include both. No other series that they release gets more than one English dub, and I don't understand why DBZ should be any different.
No one knows for sure at this point, though. There isn't any sense in getting up in arms over it... It was announced less than 12 hours ago.

I'm also inclined to agree that the fact that these sets are DEFALUTED to Japanese with subs (an all time first for FUNimation for anime in general as far as I know, not just Dragon Ball) says pretty loud and clear that the dub fans are (for the first time ever, once again) not really the concern with these releases. Which while shitty for them that they're not being catered to with a Dragon Ball release, and I do sympathize, as DemonRin succinctly put it...

The Japanese Dragon Box releases for Z were only split in two. One with Goku on it, the other I think with Cell IIRC?
The first FUNi box corresponds with the first Japanese set. Since it's getting split into seven however, what's the art going to be like on the other five sets?
