Cell Saga Tien was able to hold off second form Cell with his Shin kikoho, an enemy who was leagues beyond him. If he had used Kaioken x20 or higher along with the Shin kikoho he would probably be able to damage him a little.
And if he had a Shin Kaioken instead of a regular kaioken, who knows?
And thats only Cell saga Tien.
Buu saga Tien was even more powerful. Lets add the Shin Kaioken to that. And if he used it against one of the opponents I mentioned I don`t see why he would lose right away. He would definitely win against Cold, at least.

Ditto . . . An alternate universe could have existed where the human warriors like Yamcha, Tenshinhan and Kuririn where much more powerful for one reason or another. One of the few things missed out on . . . though I do not think all the universes combatants have been identified yet. I wouldn't be surprised. Maybe Goku's fall as a baby killed him, so the Earthlings needed to bulk up on their own and fill the gap - taking down the Saiyans, at least, I'd imagine. Super Saiyan 1 is x50 a Saiyan's base. Now think of a Shin kaioken (which maybe results in more than a 50x increase. I think Shin Kikoho's biggest strength was it could be rapid fired. We don't know if each individual shot was much more powerful than a normal Kikoho or not (although I would assume so).
I'm sure a Kaioken fueled Shin Kikoho would be huge, but wouldn't you have to keep using Kaioken over and over to rapid fire it? I wonder how many shots you could do before using up all your ki and dying.

Even equal opponents take a long time to fight eachother.
Let's say that Tenshinhan is equal to Freeza with this Shin Kaioken you speak about.
Freeza would still have more stamina, since he has no strain at all.
And he would easily avoid the kikoho. The only reason Cell got caught into it was because of that he got ninja attacked.
The kikoho requires that you aim in, stand still, and shoot. It's an incomplete technique.

The blasts that he fired on second form Cell would hurt Freeza (even if they wouldn`t damage him significantly, they would hurt him) because they were able to hold off second form Cell who was much stronger than 16, 17, 18, Kami-Piccolo and any basic SSJ, who were all stronger than Freeza.
Add to that a kaioken x20. Freeza would start to be in real trouble. Add a Shin Kaioken. That might be enough to defeat him with just those blasts, who knows? Add to that buu saga Tien.

If 'Shin Kaioken' is one you can sustain without much strain, then yeah, he'd be something to be reckoned with. Of course, if you increase the output of Shin Kikoho to make use of the power boost, then you're just going to exhaust yourself all over again. Alternatively, you could get away with even more rapid fire regular size Shin Kikohos. Either way, it would be cool.
