The images would match up rather well to the content on each set, and would also be using all four characters present on the front covers of each R2 Dragon Box. For the last three though I have no clue, maybe kanzenban art?
EDIT: There's also the images of Piccolo and Vegeta on R2 Dragon Box 2 I didn't take into consideration, they could also use those for later sets.
I was thinking more Goku - Freeza - Cell - Buu
but I have never seen any of the Japanese Dragon Boxes
Well here's how I went about it:
This Dragon Box goes up to Episode 42, which is right in the middle of that lovely fake Namek filler plot and Vegeta's departure from Freeza No. 79. Say there were 42 episodes on the next Dragon Box set (give or take of course, it won't always be 42 since that number can't go into 291...anyway though...), that would mean it would stop on the episode where Freeza has just reached his final form and kills Dende, which is 84. That covers the early part of the Freeza arc with all the pursuing and stealth around Namek and stops about midway through the fight with Freeza - the art of Freeza on R2 Dragon Box 1 makes sense.
Another 42 after that stops at 126, which is when the city is attacked by the Artificial Humans. This covers all of Goku's fight with Freeza including the Super Saiya-jin transformation, Garlic Jr., Freeza going to Earth, and Trunks. Since the pinnacle of that is the Super Saiya-jin transformation, and the art of SSJ Goku's on the second Dragon Box, it makes the most sense to appear on this volume.
Finally, 42 after that brings us to 168, which is just starting off the time period between Cell's announcement of his tournament and the Cell Games themselves. This would include the appearance of 19 and 20, then later 16, 17, 18, and finally Cell ending off at just after the time he becomes Perfect. Cell in his 1st form just happens to grace the same set (Dragon Box 2), and with him being such a huge character in this section he fits the cover of this one, which would be our Dragon Box 4.
So that's how I figured was the best way to use the four pieces of character art present on the front covers of both R2 Dragon Boxes.
