Is that SS Gohan in that collection a bootleg or is the Bandai logo just cut off?

It's definitely a legit figure. The edge of the photo just cuts off the logo.
I would never buy a bootleg figure. Unless I were to make a mistake and it wasn't at all obvious that it's a fake, but usually it's easy to tell.
