I'd be more inclined to agree were there lightning, but as it is now it just looks to me like the bursting was brushing his hair upward.

Moments earlier Goku goes SSJ2 too and there isn't no lightning either and the hair is exactly the same.

The sparks aren't always there when they transform, but I watched that whole youtube clip and I didn't notice it, so I'm gonna say he never went to level 2.

If Toei made a SSj2 model for him why wasn't it in Sparking METEOR?

Because they didn't make one for the game? Even though you don't agree in that particular instance Goku clearly went SSJ2 against Bebi, after return with a tail.

Rild's defeat was embarrassing. Even if you can explain it away somehow, to bring in someone 'stronger than Buu' and have him lose in 2 seconds from the most half-assed ki blasts ever... And this is after they've had trouble fighting against GIANT SPACE WORMS and Goku couldn't even beat Rild as a Super Saiyajin.
