Does anyone know how to get this capsule? My brother was lucky enough to buy WE GOTTA POWER!!(2) in the skill shop (very RARE). I know you can get it in Dragon Arena, does anybody know what level you have to face in order to get it in Dragon Arena?

Just go in and out of the skill shop for half an hour with lots of cash. Anything you want will pop up. It's slightly more effective than playing "Dragon Arena" for nothing at all.
