Import the AVI file and it'll create frames for it. Get rid of the frames you don't want. On the animation panel set it to looping - repeat forever. Then click the select all button (the one with three white squares. You'll need to do this so all the frames are the same length), and on the image panel, mess with the duration. Preview it with the play button, and if it's too fast increase the duration. 4 or 5 is usually as high as you'd want to go, but play around with it. Then just save it when you're done.

I still need a program to resize and crop videos and such. I want a giffy avatar!
