I don't think so. He was just allowed to visit Earth. Goku says that he's still dead, and that if Buu kills him again, he'll be gone from both the living world and the afterlife. And his comment, "You're dead, if you don't fuse with me again you'll have to go back to the afterlife," inside Buu.
