And I see your point and understand what you mean.

I just happen to think that even if without Goku his research would "slow down", the funding and resources he would have from the RR army would "speed up" his research to at least keep up with the speed he showed in the original story.
Besides, he only had to create androids powerful enough to kill the sayans when they came to take hold and secure Earth. Freeza probably wouldn`t ever come here without the Dragon balls or Goku, and I`m not sure about buu. Maybe babidi would just take buu and go off to another planet.

Of course Dr Gero could just keep creating new androids that surpassed even those threats like I said previously. That he would keep creating androids I`m sure, its just a question of knowing if they would surpass the threats. Its basically the same thing as thinking if he would create androids that surpassed the sayans in time.

I actually think Red Ribbon might slow down the development. Why keep funding more and more powerful androids when they have nothing left to fight? Just mass produce Raditzes, the world is already yours.

You have a point. Nappa and Vegeta might not come if it wasn`t for the Dragon Balls.
Of course if that would happen then Raditz would be a much less formidable foe and likelihood of the world being ruled and secured by the RR and the androids would increase. But then again Raditz might just come for Goku and then simply leave.

And you also have a point about RR stopping Gero`s funding. However if that was the case I believe that Gero would become disappointed with the RR army and would probably even kill the leader of the RR army and take over as leader using his androids and inventions. Then he would continue his research since he`s obsessed by it while leaving the more mundane aspects of leading the RR army to an appointed general loyal to him.

At least that's how it goes in the way I did one page back.

Any planet which is not completely worthless can be sold. So if they didn`t have anything better on the horizon they would turn to Earth.

But Raditz was more interested in Goku and the other planet for which they needed another sayan`s help. And then the other two became interested in the Dragon Balls.

In all these factors, selling Earth was the less appealing. So Nappa and Vegeta might not come, or at least would take longer to come.
