I don`t see any reason to why Tenshinhan couldn`t have learned it if he was the one who stayed the longest with Kaio. Piccolo was the one who stayed the shortest (it was only a few days) so it is understandable that he didn`t have time to learn it.

I think its safe to assume that kaio`s fighting potential is not that good or as high as the sayans or the humans fighters who visited him.

This is only about the human fighters having a little more light to shine.
Out of all the humans fighters, Tenshinhan would be the best to do so because krillin already had many chances to shine and all he really wanted was a girlfriend, and Yamcha and Chaotzu just aren`t as motivated or talented.
That being said, giving Tenshihan the Kaioken or even a Shin Kaioken would make him closer to the sayans and Piccolo but he wouldn`t ever surpass them. Even with a kaioken x50, Tenshinhan wouldn`t be able to deal with the androids and he would be totally out classed by Piccolo fusing with Kami and by USSJ and SSJ 2.
It would just make him more relevant and it would be just more cool having him do more stuff.

Yamcha was always a "weakling" compared to everybody else (at the same point in time). He hardly ever won a fight in all Dragon Ball. If you think about it, it seems that his job is to always lose. Chaotzu is even more of a weakling than Yamcha and despite having strange powers, his sole purpose seemed to be to keep Tenshinhan company so that he wouldn`t be a lone warrior.
I don`t see these two deserving to keep up at any level with the main cast because story-wise they were never meant to have that importance.
The true human warriors who show the most potential are krillin and Tenshinhan.
Krillin had many chances to shine in Dragon Ball and he is shown to have great potential and to be a big deal story wise. However, he is shown several times to lack the true determination to always improve himself and what he really wants is to settle down with a girlfriend. Which he does, after having many moments to shine.
Tenshinhan however, does have that determination to always improve himself and be stronger much like the sayans. And especially after the sayan saga he doesn`t have many moments to shine. He would be the ideal candidate to receive a power boost like kaioken or Shin kaioken, and give him a few more chances to shine, like making his fights more interesting since he`s stronger and with more techniques.
Thats pretty much the only thing I would change regarding the power of the human fighters.

The humans had a good long run in which we got to know them and like them. Sure, Toriyama could have written the story where they weren't suddenly outclassed, but he didn't. And despite your complaints, I'm fairly certain most of you have bought or are going to buy Dragon Ball Z anyway.

I just don't see in what universe a whole series and and 2 sagas in the sequel series isn't doing the human characters justice.
