Pedro The Hutt is right. It's just a tournament that allow any capsule to be used, including fusions, because there isn't a Cell Games Arena, and the matches still happen in the Budokai one, there are ring outs, differently from the B3 Cell Games.
When you win advanced tournament the first time, you by the Capsule from the skill shop. Then when slecting tounament difficulty, you activate the Cell Games Rules (identified by the difficulty select turning green), and it's an any-capsle goes tournament! Revival Capsule rules (i.e: only one Senzu Bean) still apply, though. You don't actually fight on the Cell Games Ring, though.. just the regular tournament ring. Does that help?
Because Kaio-Ken just doesn't cut it anymore.

Ah, I knew the rules were the same. I was just wondering what arena was used since B3 used the Cell Games ring and B2 didn't have one. That's one of the things about the Cell Games that I like, no ringouts! ^_^

Hum... just wondering... I haven't played much of the Dragon World in the PS2 version, so I'm not sure... Anyway, I've heard that, besides some specific dialogues, like Goku VS Raditz, or Gohan VS Kid Buu, everyone only had a single generic pre battle quote in the Dragon World mode. Is that true?

''Gokutan'' or Gotan as the Satan-Goku fusion is called in the game is in all versions of Budokai 2 as far as I know, The PAL and US ps2 version just call him Gokule (the Tenshinhan-Yamcha fusion is called Tiencha in these regiosn while Yamhan is the official name)

If there's no specific dialogue for the battle, then one of two quotes is displayed. I think a couple might have three of them but I know that they all have at least two. I think it's chosen by the level of difficulty for the fight as opposed to randomly.

Not much judging from what I can tell from screenshots of the two version. Perhaps a bit crisper, a bit clearer. No drastic changes.

Only one or two? Do they have voices, or are they text only? In the GC version, everyone seems to have at least four of them(1 for easy battles, 1 for the boss, and 2, or more, for others, I haven't actually found any kind of logic for these other ones. Tenshinhan tells Cell in stage 9 to go all out but Goku(after his specific conversations) tells Cell to give up,(using the same generic quote that is used for the battles against the Saibaimens...) but they are just text.

There are also a few specific, but very short ones, which also are text only, like Kid Trunks VS Vegeta on Namek.(Trunks comments that his young father should be strong, and that he'd like to fight against him).

The back of the game [GC Budokai 2]'s cover claims it has new Skill Capsules. I have yet to confirm this, so if you can, please do so.
Battle High 2, starring Kyle Hebert as well as myself, has been released on Xbox 360, OUYA, PC, Linux, Mac, and Xbox One!

The Gamecube version of Budokai 2 is supposed to have the 'Sparking!' series of capsules. Other than that, I don't think there are any. Probably the two new difficulty modes.

But one would think that Skill Capsules would be attacks and such...

Exactly !

It's all in the marketing. Just like Budokai 3's supposed 40 characters and DU stories for all the characters.
