Maybe whats different in his universe are three things:

- he was born much earlier
- he is much more talented than the krillin we know
- goku never reached earth or died as a baby

Umm, let me refrase it... Why Kuririn is old compared to Tenshinhan & Yamcha?

He was born much earlier. Thats one difference from "our" universe.

Tenshinhan and Yamcha were born when they were supposed to.

Imagine that krillin`s parents, for whatever reason, had their son much sooner, like 25 years sooner, in that timeline, while in our timeline his parent were already starting to get old when they had him.
In our timeline, krillin, by the end of the manga, is not a boy anymore, he`s already old. Add 25 years to that and he would look as old or older as in this fanmanga.

On top of that he appears to have much more talent than the krillin we know, so that another difference.

And he doesn`t know Goku despite having apparently being familiar with most of the fighters in the arena so Goku was never born or never reached Earth or died as a baby while on Earth.

Well Yamcha looked a lot younger than Krillin at the end of the manga. Tienshinhan wasn't seen but I presume he would look pretty much the same. Only Krillin is clearly aged so...

Well, anyway, unless Krillin fused with Roshi I don`t see how he could have been born in the same year as in "our" timeline.

Unless, in his timeline the date is somewhere in the future like it is with Future Trunks timeline. But in that case Yamcha and Tenshinhan would have aged as well.
