Goku at 15 still looks prepubescent, Gohan at the Cell Games looks older than 11, Kuririn has always been naturally small, even as an adult, and the list goes on. Maybe we can just put it down to the fact that Bra reached puberty way early. I mean, she's only half-Saiyan. Pan looks about right for her age. I think you cna attribute Goku's height at fifteen to Toriyama's art style at the time. Yes, that's how the Daizenshuu puts it. It's just a fan guess that it explains Goku's slow growth. As we said, he says that they 'stay in their prime longer'. That doesn't mean aging slower. If it's to stay at their peak for the longest time possible, they should age to reach their prime faster, then stay that way as long as possible.
