I'm not very familiar at all with the music of the original Dragonball, so I haven't heard this song anywhere else. Anyway, does anyone know the name of the track that plays on the DB season 1 boxset, on the episode select screen?

It's part of a 3-song track called "Shenlong Shutsugen," or Shenlong Appears. It would be the third part of the track, which runs from 1:23 to the end.
This song is track number 11 on disc 2 of the Daizenshuu set.
