Yeah, but the thing about the Kamehameha is that it usually uses up all of the user's ki... Think about it: in just about every battle Goku was in, he used the Kamehameha only once. Once against Raditz, once against Vegeta, once against Cell, once against Fat Buu, once against Kid Buu, once against Broly, and once against Cooler.

Goku cuts loose with a Super Kamehameha against Piccolo at the Tournament and isn't even breathing hard afterwards. I think he uses two more later on, as well.

It only uses up all of your ki if you put all of your ki into it. There have been plenty of times where it hasn't used all of a person's ki. Hech, Roshi used it just to get back to the ring after being knocked out of bounds.
