Yeah, I definitely agree with this. Although the Frieza saga was more inconsistent, the badly animated episodes weren't flat-out horrible. I can name a few episodes from the Cell Saga that are just hard to watch.

The animation started getting especially blatantly inconsistent from episode to episode (good/shitty/awesome/shitty/good/shitty/shitty etc.) once the big Goku vs Freeza fight went down. Perhaps by "Freeza" Ando was simply referring to the ENTIRE arc as a whole, including all the early Namek stuff (rather than just the Freeza fight itself)? There's a good deal of gold insofar as animation goes sprinkled about throughout the bulk of the first three quarters of the arc. A few Ginyu Tokusentai eps in particular are damned spectacular.

The big plague of shitty animation (that's randomly mixed in with incredibly good stuff, like a game of Russian Roulette) for the series IMO lasts from the Son Goku vs Freeza fight up through to the Saiyaman eps. Most everything (most everything, not necessarily all) before and after that period generally tends to look fine on average.
Thats pretty much what i meant the whole Namek and Freeza. But I still stand by what I say that Freeza saga had some of the best art. I don't care if it was inconsistent from some episodes because if the inconsistencies were ok and not horrible then I don't care. But what I do care about is if it looks bad and in my opinion android saga and to then end, although i did get a little better when we got to buu then it got really good when we got to kid Buu vs Goku, but other than that the whole middle of dbz was just pretty poorly animated only a few episodes were good.

We have a joke around here about the Freeza Saga: Blue + Yellow = Purple. A large part of the Freeza fight prior to Goku's transformation. There was so much purple in that section. It's like they were trying to get rid of excess purple in their studio! And, there was that time that Gohan and Kuririn blasted at Freeza from a distance to save Piccolo (who was helping Goku or something). One blast was blue and another was yellow. They flew by giving off a purple light.

Enjoyable fight... but VERY purple.

Despite the Freeza arc's...ahem...pacing problems (a snail in molasses moves faster than that), I think it'd STILL might be my favorite. Mainly because all of the characters involved are at their absolute peak and I never felt the stakes were as high after Freeza.

The Saiyan arc comes in second, with Buu third, and the Android/Cell arc last.

Cyborg/Cell (I count them as one) is definately my favourite, introduced some really cool characters like Trunks and gave a whole new dynamic to the show (time travel and consequence).

Plus Cell is just a really cool villain and is probably the most imposing physically.

If you mean out of the Big 4, Buu. And out of the strange FUNi tiny sagas, then I dunno. Perhaps Majin Buu, or Androids, or the Great Saiyaman saga.
