Best villain in Dragon Ball?

Best villain in Dragon Ball?
Who do you think is the best villain in Dragon Ball?
My personal choice is Freeza. I think he is the best villain in Dragon Ball because of his evil actions in the series, including his betrayal of the Saiyans by annihilating their race and planet, his fraudulent politeness and his ruthless murder of Vegeta.
Furthermore, Freeza attempts to attack Goku twice after he has given him a chance to leave alive; the first being his energy disc after Goku quit the fight, the second being his blast after Goku took mercy on him and donated some of his energy to him to keep him alive.
So, a DB Top Five Villains list would be like this:
5. Super Boo
4. Piccolo Daimao
3. Cell
2. Vegeta
1. Freeza
And remember: this is who you think is the best villain, not your favourite villain.

For best not favorite? Okay, here goes.
1.Pure Boo: Okay, I know I'll get flak for this choice, but I feel I can't fill this out honestly without putting Bubble-gum boy at the top. You see, Pure Boo strikes the perfect balance of hateability ( Hey, I just made up a word!) and sympathy. He's like a mad dog or an insane criminal. You know what he's doing is terrible, and yet you also know on some level that it's not his fault. It's kinda like how you feel bad when a bear who mauled a man is shot and yet don't when a human being guilty of the same offense is fried in the electric chair.
2.Freeza: He's always struck me as being somewhat mentally disturbed. Combine that with his paranoia, superiority complex, and love of subordicide, then you have an excellent villain.
3.General Blue: Two words; gay Hitler. Add that to the fact that he's somehow inexplicably menacing,the result is an ideal antagonist. Plus, he was the first villain Goku really had to team up to defeat (I don't count White, as Goku could've done that himself if he had been given a few seconds to get up).

Freeza because of both his character/personality/backstory and the way he ties together so many characters; even though it was one of those things not planned from the very beginning of DB.
Piccolo Daimao comes in second. He was calculating and the first real big danger. Plus Kuririn, Chaoutzu, and Kamesennin all died because of him; all of that hit Goku hard and it was satisfying to see Goku take Daimao down.

The best villain in the entire series of DragonBall is Freeza-Sama.
Completely evil down to the very core, he has a cool and suave tone to his personality, seeing all his transformation stages for the first time was glorious, and his upbringing remains a mystery; you can't help but wonder how he came to be so strong. Perhaps he was born that way? Aah, whatever, he's the best.

Yeah, that's like Freeza and Cooler..... Cooler stated in movie 5, that he doesn't like his brother that much and talking about him like he was some immature teenager who hasn't learned enough yet. But we can also assume that it was simply a matter of family pride or duty of eliminating any possible enemy of ''Cold Empire''

Not only that, but Freeza wasn't really a "daddy's boy".
I mean, we hardly see his father in the series and from what we've seen in flashbacks, he doesn't seem to even be around his father that often.
He kills for pleasure, power, and just for fun.
Freeza was just as evil as Piccolo Damaio.

I hear there's a dental plan. Which, if Recoome hadn't been finished off by Vegeta, he could have taken advantage of.
My personal choice would probably be Freeza. I just felt, when I saw that Namek arc, that, this guy is a really big, epic threat who had to be stopped. Though it was somewhat lessened by his dub voice, since it's hard to be threatened by Grandma.
In second place is Piccolo Daimao, since he actually managed to take over the planet, for a few hours. His minion killed Kuririn. He personally killed Chaozu and Roshi died trying to seal him. Was really bad news.
I never saw Piccolo Jr., or Piccolo, as such a huge threat. I think it's because he actually bothered to join the Tenkaichi Budoukai, and seemed more like a rival than a threat. And it wasn't too far into the future that he was training Gohan and became kinder.
Cell was a pre-programmed android with the powers of others. He was more of an obstacle than a villain.

I always felt like Vegeta was a great villain. He was so ruthless in those early days to the point where you would never believe that he would turn to good.
I think Dragonball has had a lot of great Villains though, it's hard to choose.
I also like Recoome. I like villains that are more like "soulless killers" it really gives the reader/watcher a sense of hopelessness for the heroes.
