Best villain in Dragon Ball?

Toss up between Piccolo Daimao and Vegeta for me. Piccolo for the reasons of being a better character as a villain, but Vegeta for more fight related reasons. Piccolo turned a relatively happy story on its head and forever changed things to be darker, and as Rocketman said, Vegeta was one strong son of a bitch without the OMG-surprise thing being used over and over.

Piccolo Daimao, because he was the first villain in the series to actually pose a global threat, defeated and technically killed Goku (stopped his heart for a moment), achieved his goal of conquering the world (a feat that every villain before him failed at), and was generally in control of the situation (there were only about two times that he wasn't in control).

But I'd like to say some stuff in Buu's favor. To me he always felt different than Cell and Freeza because he had a humorous element to him (though he did become more like them after becoming smarter). He was a destructive being that killed millions of people, but one that could make you could laugh with his antics. I think a villain that can make you chuckle on one hand and commit mass genocide on another has something going for him.

Second, I like how he bucked the expectation when he first appeared. Everyone expected a Freeza or Cell like monster; but instead got a fat, pink, childlike, jolly fellow that doesn't react well to being called ugly and causes death and destruction because it's fun.

Third, I like his abilities. He can do all sorts of crazy things with his body due to his bubblegum like make up, turn people into candy (or pretty much anything), and has his own take on the absorption and regeneration abilities. I like how he takes on the appearance of, and in particular, personality traits of the people he absorbs. He starts off as a blank slate of sorts with nothing other than the drive to kill and destroy, but through the people he absorbs, gains a mind and desire outside of killing everything (when he becomes Super Buu he wants to be the strongest being alive).

I acknowledge that Freeza is probably the ultimate villain of the series. But I think Buu is underrated.

I agree with the point about King Piccolo. He definitely stands out as one of the best villains in the entire Dragon Ball series, period. I think he had all the qualities of a good villain. He was completely evil, highly psychotic, and had an ego the size of a planet. As Majin Buu said in the above post, he actually posed a global threat, and people feared him a lot more than they did the Red Ribbon Army. I also liked how Piccolo used Emperor Pilaf, Mai, and Shuu to help collect the Dragon Balls, and once he felt that their usefulness had run its course, he blew them right out of their own airship (literally).

Next up is Raditz. I think he stands out as a good villain for similar reasons to King Piccolo. In fact, he was probably more evil than he was. Unlike Piccolo, who simply wanted to rule the planet, Raditz was bent on destroying the Earth, and killing all of its inhabitants. He was very cold and ruthless, and he's demonstrated that on many occasions, such as when he held Gohan hostage until Goku killed 100 Earthlings, and when he started brutally torturing Goku, even going so far as to say that he'd kill his own brother if it suited his needs. It's a shame that Raditz never got as much screentime as other villains that escaped from Hell/HFIL. I was so disappointed to see that he only appeared on the background in Dragon Ball GT, and they didn't even show who defeated him and sent him back to HFIL. Sheesh, even more minor villains, such as General Blue and Captain Yellow got more screentime than he did.

Hmm...my favorites, and the ones I'd consider the coolest, would be Piccolo Daimaoh and Cell.

PicDa was the first time the series really became srs bsns, and it wasn't just about goofy martial arts and a monkey-tailed little boy's adventures. There were a lot of heartbreaking moments that made you really feel like all hope was lost, and not even Gokou could win this time. He was also just the right amount of evil without some of the stupid that DBZ villains (and heroes for that matter) tended to have. There was no "oh, you're not at your full strength now? I'll give you a handicap then" bullshit from him...quite clear that he wasn't about to take chances when he killed Shenlong after getting his wish, just to make sure no one could use the Dragonballs to do away with him. Now that's smart vilaining.

Cell was just cool, 'nuff said. A giant insect with all the powers of all the heroes, and then some? A calm and polite attitude? Being able to asexually reproduce into little blue clones of himself, or being able to regenerate if even one cell remains intact? Maybe I'm just biased because that's my favorite arc, but come on. It's all just so cool.

However, the best villain...Freeza. No contest. That guy just knows evil, and affable evil at that. Granted, he falls apart during his fight with Gokou and all subsequent (mostly non-canon) appearances kinda build on his personality after said breakdown, but come on, Freeza spent a good 75% of that arc being an incredibly effective villain.

Kid Buu: A generic response, yes, but I like the fact that he is simply pure evil. He has no ulterior motives, no ambition for worldly gains and no reason or rationality to speak of. He is instead like a raging bull, who cannot be reasoned with or taken lightly. I think that always makes for a good villain, as it puts the protagonists in good position from a dramatic standpoint.

Baby: Okay, GT wasn't particularly fun or well written, but I think Baby was still a great villain. He looks fantastic, his premise is dramatic and engaging and his interests are not the usual "I want to destroy everything", but instead he executes a vendetta against the Saiyans and serves the purpose of restoring his now extinct race.

Also, personally, I don't regard either Piccolo or Vegeta as being villains, but instead as anti-heroes. Whilst their induction is villainous, their role in the overall story has a lot more depth to it.
