Are you sure that he was bluffing, rather than being his usual cocky and arrogant self? Piccolo even said one time, that once Vegeta became a Super Saiyan, that his ego got way out of control.

Both Piccolo and Goku call Vegeta a genius at fighting. That's good enough for me.

Yes because I remember the line about how he knew he'd be killed but he did it so the android would run away and he could take a bean. I think Piccolo was the one to say it and seemed impressed by it.

I'd say while Vegeta's ego DID get out of control after he turned Super Saiyan, it actually allowed him to be a smarter fighter as he felt he had nothing to prove. No macho BS to deal with. He was the best and he knew it.

Every time Vegeta does something idiotic, it's because he's trying to prove he's the strongest and to bury his own doubts on the matter.

Goku had the most martial arts knowledge of anyone in the entire Dragon Ball universe. He had the best of Earth, as well as learning some of the best techniques from other fighters across the universe. He also had a gift for finding weaknesses in fighters and discovering defenses against their most powerful attacks. The fact that the same attack wouldn't work twice on him is proof enough of his unmatched fighting intellect.

Vegeta was pretty smart then, but I think he may have been just as smart, if not smarter, when he was picking off Freeza's men and trying to get all of the Dragonballs.

That was Vegeta's peak intelligence outside of pure fighting. That, and his plan to destroy Buu.

That's true, but I guess that ties into Vegeta knowing, and accepting, that, yeah, he wasn't stronger than Freeza. So he didn't feel he had to do the whole macho thing he does for example, against transformed Zarbon the first time.

Basically, if Vegeta can deal with the status quo, he can put his brain to use. When he can't, all he can do is rage, rant and, inevitably, lose.

Gohan, because he's a great scholar.

Outside of that, I'd have to say Piccolo. It was sheer genius (by Dragon Ball standards anyway) to trick Cell into telling him everything by faking his own loss. And swallowing the jar that had Kami trapped in it seemed pretty clever, too.

Piccolo, because he never underestimates any opponent, (Maybe Android 20 a little...) and he's green! That makes him smarter!

In terms of battle it was Goku, training himself and Gohan to achieve Super Saiyan-full power was genius. At the same time he trained Gohan to surpass Super Saiyan and achieve Super Saiyan 2. Goku did attain Super Saiyan 3 in heaven while training first.

I'd generally say Piccolo, especially towards the end of the series after he'd remerged with Kami-sama. But nearly every major fighting character has shown signs of brilliance in varying ways.

Goku and Vegeta's fighting instincts and analysis prove them very intelligent in that area. Obviously Gohan is book smart. And most people seem to forget that Yamucha was originally cast in the role of Mr. Exposition early on often utilizing his extensive knowledge of strong fighters to explain to Goku and Kuririn what was going on.
Do you follow the most comprehensive and entertaining Dragon Ball analysis series on YouTube? If you do, you're smart and awesome and fairly attractive. If not, see what all the fuss is about without even having to leave Kanzenshuu:

Well, there's a reason I call the man my Sexy Genius ^^ so to the discussion of Piccolo I'll add movie 5 to the table. Nuff' said.

Vegeta is good I'll give you, and he's got a fantastic sense of cunning that he brings out sometimes but he's just too much of a hothead to have any kind of consistent ranking among the smartest fighters.

Outside of fighting, anyone that says Krillin isn't the smartest is just deluding themselves.

hm yeah I would go for piccolo too..
