No, it certainly doesn't look like it. But the linework WAS certainly borrowed from someone else. But see, the line artist actually did something original in making the drawing, even if he used the same basic style Toriyama did. This isn't just a cookie-cutter image that he copied from some kind of base, keeping most everything the same except for changing minor details like the hair and colors and the like. I've seen some of those artists who do that, and, to take it further, I've seen some of the same artists posting image after image after image OF THE SAME THING - same base, same pose, same exact lines, with minor details changed and a palette swap. And for the most part, they're not WIPs, either, which is the one case where that makes sense. Gothax does it too. I'm sorry, but I can't say I find that appealing very much at all.
(I say this even though I used to be guilty of pretty much the same thing - submitting multiple versions of a piece with just the colors changed. Let's just say I don't do that anymore...)
Maybe these guys really are just learning how to draw the style. I've seen some of the more freehand (no copying, etc.) stuff they do and some if it is actually fairly good. But this kind of begs the question as to why they still put up a lot of copied work for this style.

Yeah, I suppose. But still, I don't think the artist traced those pics off of the TV screen itself.
And it still takes skill to copy a pose so well just by eye. Then to customize and and add new things, and then to do the amazing coloring job that person did.

Heck, it's as easy as erasing unwanted details from, or drawing vector outlines on a layer over, the original image. I'm not saying he did that. I can agree with you that it takes some skill to do what he did, yes, but honestly not much creativity. Customization doesn't offer much there, you know? You'd have to make radical changes to the source material that go deeper than just cosmetic differences if you were trying for that. Maybe this guy isn't, true, but a lot of others aren't, either. It's sort of the same thing with the coloring. He does do a mean cel-shaded style very much like the anime. But he's far from being the only one who can.
What I'm trying to say - and don't get too upset with me for it, please - is that the stuff we see from him currently is a dime a dozen. Like I said, doing work like what he does is good for purposes of practice. It's great if you can develop your skill to the point where you can emulate others' stuff almost flawlessly. It's even better when you can take that skill and develop it further, to twist things around with it to make something newer.

Oh, don't worry, I'm not upset at all. I understand. It's probably because I don't see much work like this (mostly because I don't really look into much fanart besides what I see here).

Not every image that looks like a trace is a trace. A lot of my stuff could be matched up nearly line for line to the images I used as reference but they're not really traces. I'm just a perfectionist when it comes to my stuff. I actually draw my art on a layer above the reference, though with the reference image hidden under a plain white BG. I switch the BG layer off now and then to see how close I am to what I'm trying to do (be it match the pose or alter it) and if it's not to my taste I erase, turn the BG back on again, and give it another go. I've actually drawn the same forearm line more than fifty times before because it just wasn't right.

Doesn't that pretty much qualify as tracing? Don't get me wrong, tracing and copying is one of the best ways to get better at drawing, but you're putting a reference under pretty much a piece of paper and pretty much tracing it. Even if you match the pose only or alter it. I do have to give credit where it's due tho, being a perfectionist is hard. If you could see the other image and if you're drawing your lines right over its lines, then sure. But I can't see the other image, I have a solid white BG layer between my drawing and the image and I only remove that layer after doing a few lines to see if I'm keeping the angle/proportions right or not.Doesn't that pretty much qualify as tracing?
