For me it's Dragon Ball Z Legends.
That's probably just because I can't figure it out. When I switch it on, the game pretty much plays itself. I can switch out characters, but that's about it. No other button seems to do anything.
Despite how bad Sagas, Final Bout, & Ultimate Battle 22 are, I love them. I acknowledge that they're bad, but I still have a blast playing them.

The first Legacy of Goku game was awful in my opinion. I could play through almost every widely considered "bad" game but LOG was so terrible I quit before finishing snake way.

DBZ Legends? The crack you guys smoke must be amazing. (Yes the controls are kinda random, but you can get used to it quickly if you put some effort into it)

Super Butoden 1, Taiketsu, and Legacy of Goku. SB1 is too stiff, Taiketsu is just horrible, and LoG had horrid hit detection and bad design choices.

I do remember it being pretty hard for some reason. And what Xyex said about horrid hit detection sounds about right. Dragon Power is awesome, though. Oh man, going down through that list... somehow I'd forgotten about V.R.V.S. even though I'm using Ozotto in a fanfiction. XD V.R.V.S. is what the Sparking! games were trying to be, and failing at. I love that game. <3

Of what I've played I'd go with either The Legacy of Goku, Sagas, Taiketsu or Ultimate Battle 22.

I've never played any of the handheld games, so those are out of the question.
Out of the ones I have played, I would say Sagas. The game was fun in some aspects, but overall, the game was just too glitchy. I mean seriously, these are just inexcusable.

I notice a lot of the people saying some other game than Taiketsu haven't played Taiketsu. Taiketsu is the Mortal Kombat Advance of the DragonBall game franchise. I mean, it's not just that it's a bad game. It's that it's almost unplayable. But guess what?... It's got Broly in it!!

Taiketsu, without a doubt... Sagas was still playable.

Of the games that I've played, the one I like the least is... *puts on bullet-proof armor* Budokai3.
Not because of anything inherently bad about the game itself so much as of all the DBZ games I've played, it's the absolute least friendly to people that try to play without looking at the screen.
BT1 and BT3 aren't the greatest games ever, but at least I can usually tell what's going on (though there have been moments, especially in BT1, where I'm left going "WTF just happened?
", but Budokai3 is a flat-out game of chance.).
As far as design goes, excludeing the Handhelds (I've only played LoG, and not very long for what I hope are obvious reasons), I'd have to choose between Final Bout and Sagas.
On the one hand, Sagas' glitches are just plain pathetic--the sorts of mistakes I would make.
(Oh, fish! I just opened that link in IE8, and I thought I'd have to task-manager my way out. -_-.).
On the other hand, Sagas' glitches stopped bothering me once the "opponent glitches out of the arena" thing stopped happening. I have several things to complain about, but they aren't really bad enough to make me dislike the game (other than super-spamming in CoOp. >.< )
Final Bout, on the other hand, is the sort of game in which players would pretty well have to agree against certain kinds of conduct to make the game playable. By which I mean... ur... actually attempting to win.
It's almost like the developers said "Who needs pacing that resembles the series at all? We've got faux-cenamatic Meteo attacks for that!".
Um... yeah. I say Final Bout is the worst, but Budokai 3 annoys me more.
