It's Super Saiyan 3. I'm sure of it. Even just SSJ2 is excessive considering the opponent, but story-wise it's more dramatic if Vegetto goes off the deep end.

The author has already stated that only a phycological shock could bring Brolly out of his LSSJ.

Basically he said that something as easy as becoming super powerful and blasting ki into the opponent its too easy and it wouldn`t work. It has to be something more elaborate that really gets to Brolly.

... Broli was the Saiyajin sent to Earth, who was adopted by Son Gohan and raised to be Earth's savior (but just happened to be the legendary SSJ). I mean, come on. How cool would it be to see Broli in the trademark orange gi proclaiming that he was Son Goku?
