I won't argue Gohan had no development whatsoever, but I don't think it's all too relevant, or all that interesting, when other characters were definitely more fleshed out. Even with the anime's filler, I don't feel it's quite up to snuff as people like Piccolo, Vegeta, Ten, or Mr. Satan.
