Those figures are model kits from Bandai's Full Action Kit series. They were released in the early 90s in Japan. These specific figures seem to have been customized by someone to add a paint wash to them.
Here is an image of the figures I own:

They are actually very nice figures, much better than the majority of the other figure Bandai produced during that time. (SBC)

In all my years of fandom, I think that's actually the first time I've ever seen that insinuated, at least because of the shirt. I guess that probably means it's not the first thought for most people.
