Hurricane Kick is Ryu's/Ken's/etc's move.
Spinning Bird kick is Chun-Li's.

Now that I think of it, remember in Budokai 1, Little Gohan had a move called "Hurricane Kick" that didn't look like a Hurricane Kick. Then again, if it did and he yelled "Tatsumaki Senpukyaku", a lot of guys would've yelled rip-off.
