If Toei wanted to, is it possible for them to take one of the already-created and manually inked dbz eps and re-color it using the digital paints they used for the Budoukai 2, 3, and Sagas openings?

I don't see why not, as long as you're only talking about the cel animation and not the backgrounds (which are all painted so you can't re-ink them).
But why would you want to do that? I've always loved the way the older animation looked. Not to mention that you just don't see that same palette used for modern animation (the colours were originally much softer, but still very vibrant, one of the reasons why I don't like FUNi screwing with the black levels). Animation from the 70's and 80's is so distinct, why would you want to take away that originality?
