Aside from everything else that has been mentioned, Tenshinhan's Shin Kikoho is pretty overly powerful. Piccolo, who is many times stronger than Tenshinhan, could do nothing against Cell's second form with his most powerful blast. Tenshinhan, on the other hand, held him at bay, giving the others a chance to escape. Its ability to be fired off in quick succession makes it frightful attack.

It even knocked away Majin Buu's attack, whom no other full-blooded earthling ever really had a successful attack against.

Yeah, like Rocketman said, that was anime-only filler. In the manga, the Kienzan has cut through EVERYTHING it's ever made contact with. Nappa, solid rock, Freeza, and even Majin Boo.

Speaking of which, Super 17's ability to absorb ki attacks is a pretty "haxxed" ability.

Taking this in the exact opposite direction, the weakest attack that almost never works is the basic energy-dan. Every character uses it at least once (and Vegeta does it in pretty much every battle) and it never works, not even once that I can think of.

It does work in the movies, though. Tullece just totally wipes the floor with Goku by using it, but the form he used was a more accurate near-homing one handed version.

Here's something I've said about GT Goku's strength...

- Everyone is WEAK LIKE HELL!!
C'mon... Trunks need to go Super Saiyan to left a bunch of bricks off his head?! And Vegeta was pethatic when he was fighting Super 17 when he was supposed to be Goku's equal!

And the Super 17 fight against everyone? That's where I concluded that everyone is weak and Goku is the top thanks to Toei's producers and stupid fans who don't like anyone else but Goku to be the hero of the day.
