Question about the Piccolo/Kami recombination and DBs...

Why is it that Piccolo after recombining with Kami couldn't revive the Dragon Balls? He's supposed to have all of Kami's powers as well. Doesn't make any sense to me...any thoughts on how to explain this, seeing as Akira Toriyama didn't?

The Dragon Balls are for the Guardian/Kami of the Earth to create, and he could no longer fulfull that position with his full self, which is why they split in the first place.

Exactly. One could say that, if Dende hadn't been brought to Earth to become the new guardian, then following the Cell Games Kami/Piccolo/The Namek could have become Guardian of the Earth (since the evil in him, Piccolo, wasn't really evil anymore). But that didn't happen.
