I hadn't heard it was based on anything. Still, when where they equal to 17 and 18? What was the era for that? If enough time passed they could still get up to being on par with Cell Games SSJ Goku, even without Zenkais. After all, Goku did it.

Probably 6-10 years (I think the fight was in 784 or 788, to allude to the latest known date of the actual DB manga). But in hindsight, it's probably only
inspired by that manga, as Gohan isn't with them. Thus, the comparison can be ignored altogether.
In the other manga, the 'what-if' was Kakarotto not losing his memory when he hit his head. So after healing, he continued being a Saiyan baby. He conquers Earth, even kills Piccolo (Ma Junior). He still has Gohan with Chichi, but only because she's the strongest female on the planet (by this point, he's either left with Gohan, or killed her). The manga starts when Radditz arrives. Kakarotto's rest strength is closer to Radditz's BP, but still lower (while Gohan's already a fighter, but nowhere near Radditz). They then spend years as Freeza's bitches. Don't remember anything between Gohan and Kakarotto being introduced to Freeza and the end, though. I think maybe it was a major time skip with narration for everything post-Freeza.
Their strength comparisons are made in a post somewhere in the French DBM message boards, saying at the end of the old manga, Radditz and Nappa are the equivalent of Vegeta vs Recoom, while SSJ Goku and SSJ Vegeta are the equivalent of #18 and #17.
