My top eight villains (haven't thought of the last 2):

6. Artificial Human #17 (Future)

Y'know, I just waver too much on what in-series villain I like most. I think, however, I'll do some 'non-canon' villains.

General Rild: What I always thought was kind of cool about Rild was how he was built up during the hunt for the Ultimate Dragon Balls. You'd see him here or there as a background figure of some importance, and then finally he got his big battle with Gokû (which was very well done). His three forms were also really neat, although I think I like the Mega/Meta/somebodypleaselookthenameofthisformupformethanks form the best because of all of those neat and colorful add-ons. It sucks he went out like he did, espicially considering he was suppose to be a Majin Boo caliber fighter...and...he just dies...then comes back during the Super #17 arc...and doesn't do anything.

Garlic Junior: I think Akira Kamiya has a lot to do with this, but his history and the music of his film were just really great. With Return My Gohan!! we got to explore the hierarchy of the gods and how it works. Kamiya's performance is also stellar, smooth but also commanding and grand in scope.

Coola: Ah, and so Nakao gets a third role. I really liked seeing Coola and expanding upon the Cold Family Empire. I actually think I'd have preffered it be Coola who came to Earth in Mecha Freeza's place, but I suppose that might've changed the entire scope of the battle. Coola's final form is pretty awesome and he has the honor of being the last movie villain to face off with the Kaiô-ken in Movie Six.

Amond: Yup, him. The design is awesome and so is Ginga's performance. Nothing else to say, really.

Lucifer: Now his movie was actually pretty interesting. Despite seeing it in stores before or hearing of it I hadn't seen it until recently, and I must say...it's a very entertaining film. Lucifer provided a main villain who was more Emperor Palpatine (or Gilber Durandel?) than usual, and I think that makes him stick out.

Janemba: What can I say, it's Janemba. Awesome abilities and a pretty cool fight with Gokû, however short it felt.

I'd have to say Piccolo Daimao on this one. He was the first villan in the series that actually inspired a sense of terror, and made you feel like the situation was virtually hopeless. I also think that he has the most interesting back story out of all of the villans in the series. I also feel that Freeza was a great villan, and his additude was probably the best thing about him.

Always the great Pikkoro Daimaou. He's such a wicked bundle of madness and viciousness, he's got that awesome insane yellow-eyed grin and I just love the hell out of the psycho. When he decided he wants to rule the world how does he do it? Waltzes straight up to the King's house, blows down everyone in his way with a flick of his wrist (The colored panel where he simply remarks to the guard "I am the king" is one of my favorites in the whole series) and simply declares himself so.

I never saw anything special about King Piccolo, although maybe that's because I knew DBZ before I knew DB.

Having said that though, that did nothing to stop me liking Boo. I never saw the Boo arc part of the anime, but I knew the characters and general plot from the games. The first time I actually got to view the Boo arc properly was when I read it. Even though I knew that Boo was a fat silly blob, I still laughed and thought "What the hell?" when he appeared for the first time. It's probably the fact that he could still have that impact despite me expecting it that made me like him. Of course, then this happened...

...and that just sealed the deal.

Gray Boo I liked instantly as well. He was just as over the top as fat Boo, but deadly serious about it. I also love that jaunty run he does.

Super Boo is a nice mixture of the two. Again, I knew about him from the games, but his introduction completely took me by surprise. Mainly because of this panel.

That's one of my favourite little moments in the whole series, and it made me love Super Boo instantaneously. He just looks so... joyous.

Well, for a start, he manages to find slaves out of nowhere, he took over the world, and he was immortal

9 ) Spice
Well, personally i think he had personality. Also, the way he looks is awesome

8 ) Dodoria
A Brutal pink spiky asshole. What more could you want.


6 ) Cellin
Yay, What-ifs!

6 )Captain Ginyu
Body swap has limitless possibilites


5 ) Android 15
The only black guy in DBZ besides Popo and Killah, and besides that, he had pimping undertones

4 ) Raditz
The most underrated character in all of DBZ. He was Goku's BROTHER. and then he doesn't appear for anything but flashacks?

3 ) Nappa
Mostly because of TFS. But partly because he was insane.

2 ) Ninja Murasaki
Funniest DB character, plus was an actual NINJA

1 ) Tullece

I said DBZ. Not Dragon Ball. He never actually appeared in Dragon Ball, besides that Great Saiyaman Filler episode (I think that was just reused designs though).

But it was a stupid one. I would have done a Garlic Jr. and wished for immortality, then next year got the balls again and wished to be younger.

At the time when he made the wish he was the strongest in the world. He didn't think that anyone would surpass him.

The guy's lifespan was in the hundreds of years anyway, he didn't need eternal life. Not to mention the Earth would be ruined in about 50 years according to his plan. He'd probably get bored.

Well, he had complete confidence in himself so he used the wish he had to get back what was stolen from him (his youth, not his ittle scraps of sanity before he was sucked into the Denshi) and immediately dispensed with what he saw as a greater threat than any mortals who may have wanted to kill him- the Dragonballs themselves. What care does the Devil have for immortality?

10. Piccolo Daimao
The first real supervillain of the series. Made the Red Ribbon Army look like the Farmer With Shotgun. All his "spawn" were cool too.
9. Nappa
His fight with everyone minus Goku was one of the best in the whole series. He directly killed Piccolo, seriously injured Kurilin and Gohan, and led to the deaths of Ten, Chiaozu, and arguably Yamcha. Gave the series a new scope of villainy.
8. Vegeta
On Namek, Vegeta is SO badass. I hate the character as a hero, and even his fight with Goku was so-so, but as a third party to Goku & Crew and Freeza & Crew, he really stood out as a fascinating character.
7. Freeza
Freeza was to villains before him as Goku was to the other Earthlings. So far outclassed it's barely comprehendible. He had sweet transformations back when transforming wasn't beaten like a dead horse. Plus his calm demeanor was creepy-cool.
6. Tao Pai Pai
IIRC the first outright villain able to manipulate ki. Also the first really scary villain of the series. His first fight with Goku was a real slap in the face to the reader. I think more so than Piccolo Daimao Tao Pai Pai sent the series in a new direction. Plus, his return as a cyborg was handled very well, and aided in the representation of the main characters' progress.
5. Raditz
Another key villain, who like Tao Pai Pai is overlooked or underrated. People don't really understand quite how badly he thrashed Goku and Piccolo, even though he died.
4. Ma Junior
I definitely prefer Piccolo as a hero, but as a villain under the alias Ma Junior he was still a compelling character. I might be biased though because the 23rd TB is my favorite arc. All three of his fights were absolutely breathtaking.
3. Tenshinhan
As with Piccolo, I prefer him as a hero, but he's been my favorite character since his early days as a villain/anti-hero. Until the end of his fight with Chun he is probably the most dickish character in the series. I also love all his offbeat attacks (just like Ma Junior), and he was a convincing challenge to Goku.
2. Artificial Human 13
The lead villain of my favorite movie. I love his hick look/accent. I love his Super form. I love his crotch-punch. I love how he annihilated pretty much all of the Z Fighters. Just wish we saw him for longer than 40 minutes...
1. Baby
Yes, that's right, a GT villain as the best ever. Deal with it haters. Right from his introduction as a fetus, he is creepy as shit. By far the creepiest villain in the series. His crawling, his red eyes... it works. Also, aside from the fact that Doctor Mu is practically a palette swap of Gero, a pretty original villain, and I was surprised to find myself not doubting him being more of a threat/stronger than Boo. His final Super Vegeta form is an excellent design too. I just love the arc as a whole. Leagues better than the rest of GT and most movies too.

Honorable mentions:
Ginyu, Murasaki, Adjutant Black, Dr Gero, Kyui, and Dabra. I really love all of these villains and it was hard to cut them from the list.

I gotta say that, except for your top two, having characters I don't personally care for, I think that was a pretty awesome list with excellent reasoning.

I'm not really fond of Baby's later exploits and personality, but I can't deny that his design and introduction are excellent. His reveal on Dr. Myuu's planet easily ties with the discovery of Cell's exoskeleton for the creepiest moment in the series. Especially with Dr. Myuu breaking down and screaming about his "baby."

Oh, and Baby's Japanese voice is super disconcerting in his earlier forms.
