He probably made it. There are pictures of Akira Toriyama-sensei around, and it isn't difficult to change the size, and add text, no matter how little MS Paint knowledge you have.

Remember 'Wahwahwah', this isn't a fangasm board, and as Mike has pointed out before- "When using exclamation points, you should use one or none." Your entire sentence is an insult to the board, and entirely agrivating... so lets try to 'not' alienate other users, and or cause someone physical grief- caused by the reading of your fangasm sentences.
